What counts as the price
The price is the room charge per person per night, including service charges and fees for bedding, baths and nightwear, and the cleaning fee of a private rental. Food and drink, consumption tax, tips and extras such as laundry are left out. If several guests share a room, the room price is divided by the number of guests.

Hotels round percentage-based taxes in their own way, so treat this as an estimate.

Booking a hotel
Who pays
Every guest whose price is ¥5,000 or more per night, at any age. There is no exemption for children. Stays under ¥5,000, school trips with a certificate and diplomats on official duty are exempt.
The tax covers hotels, ryokan, hostels and both kinds of private rental in Osaka (special-zone minpaku and registered minpaku).
Why you pay at the hotel
The hotel collects the tax for the prefecture. Some booking sites do not include it in the price you prepay, so you may be asked for it at check-in even though the room is paid. If your booking already includes it, you do not pay again.
No extra fee for foreign visitors
Osaka studied a separate fee charged only to foreign visitors. In 2025 an expert panel advised against it, and the prefecture has not introduced one. Japanese and foreign guests pay the same accommodation tax.
